The Royal Thai Consulate-General in Penang is the Thai career consulate for northern Malaysia and the traditional second stop, after Vientiane, for foreigners in southern Thailand who need a fresh Thai visa. The counter queues are gone. Since 8 October 2024 every visa application goes through the e-Visa system, and passports are no longer handed in.
What applicants get wrong is where they file from. The consulate's rule is location-based: you are only eligible to apply at the Thai Embassy in Kuala Lumpur or the Thai Consulates in Penang or Kota Bharu if you are in Malaysia. Filing from Phuket or Hat Yai and selecting Penang is exactly what that rule excludes. Cross the border first, then apply.

Which Areas This Mission Covers
The Royal Thai Embassy in Kuala Lumpur's Consular Jurisdiction map (January 2025) gives Penang Pulau Pinang, Kedah and Perlis, plus four districts of northern Perak: Hulu Perak, Kerian, Larut Matang and Selama. Kelantan and Terengganu belong to the Consulate-General in Kota Bharu, and the rest of Malaysia, including the rest of Perak, Sabah and Sarawak, to the Embassy in Kuala Lumpur. The Penang site itself carries state information for Penang, Kedah and Perlis, and in September 2026 the consulate ran mobile consular services in Alor Setar, Kedah.
For e-Visas the consulate states the rule more loosely: the test is whether you are in Malaysia, and it names three Thai missions you may then apply through (Kuala Lumpur, Penang and Kota Bharu). It does not say whether someone staying in KL may choose Penang, so the safe choice is the post covering the state you are in. The Embassy in Kuala Lumpur, applying the same Malaysia-wide rule, asks for one "document indicating current location", which for a visitor is the Malaysian entry stamp in your passport. It rejects applications made from outside Malaysia without refund. Expect the same standard in Penang.
Do You Need a Visa?
Malaysian citizens are on Thailand's 30-day visa-exemption list from 15 September 2026, with one extension of up to 30 days available for 1,900 THB. Malaysians are exempt from the cap on land-border entries, so repeated crossings at Sadao or Padang Besar are not limited for them.
Western passport holders (US, UK, Canada, Australia, New Zealand, EU) now get 30 days visa-exempt on each entry, not 60, extendable once by 30 days at a Thai immigration office for 1,900 THB (form TM.7). The exemption covers tourism only. Land-border exemption entries are capped at two per calendar year, so a northern-Malaysia run back over the border uses one of your two. You need a Thai mission in Malaysia when you want:
- A Tourist Visa instead of a visa-exempt entry
- A Non-Immigrant visa for business, family or retirement, or education
- A DTV, if you hold Malaysian nationality or permanent residence
- Thai passport, legalisation or notarial services (Thai nationals and documents for use in Thailand)
How to Apply
- Enter Malaysia and keep the entry stamp page to hand.
- Apply at thaievisa.go.th and select the Royal Thai Consulate-General, Penang.
- Upload the documents for your visa type. Nothing is submitted on paper.
- Pay in the portal and note the amount it shows, because the consulate does not publish its own fee table. (The Embassy in Kuala Lumpur publishes its fees in ringgit.)
- Allow around 5-7 days. If officers ask for more documents, the 5-7 days start again from the date you submit them.
- Print the confirmation email. The consulate says the approval email can be printed and shown to Thai immigration when you travel.
Practical Notes
Build in a buffer. Five to seven days is the stated figure, and it resets if you are asked for anything extra. Plan a week in Penang rather than the old two-night trip.
Questions go by email. The consulate's e-Visa page asks for enquiries to be sent to [email protected].
Old pages are still online. Some visa pages on the consulate's site date from 2023 and describe counter submission and collection hours. The e-Visa page (updated 9 April 2026) replaces them.

Frequently Asked Questions
Can I still apply for a Thai visa in person in Penang?
No. From 8 October 2024 all visa applications at the consulate must be submitted through the e-Visa system, and passports and documents are no longer submitted in person.
Can I apply to the Penang Thai consulate from Thailand?
No. The consulate says eligibility is based on your current location, and you can only apply through the Thai missions in Malaysia if you are in Malaysia.

Can I get a DTV in Penang?

The Royal Thai Consulate-General in Penang, at No. 1, Jalan Tunku Abdul Rahman. The Thai Embassy in Kuala Lumpur's jurisdiction map assigns Penang, Kedah, Perlis and the northern Perak districts of Hulu Perak, Kerian, Larut Matang and Selama to it. For e-Visas the consulate says anyone in Malaysia may apply through Penang, Kuala Lumpur or Kota Bharu.
Is the Thai consulate in Penang an honorary consulate?
No. It is a Consulate-General of the Thai Ministry of Foreign Affairs, headed by a Consul-General, and it issues visas and Thai passports.
